Quick brush up after previous patch.
Includes:
Initial cleanup of SChannel code; compiling on non-Windows
Be willing to compile Swift with SChannel
Undo some (presumably accidental) OpenSSL changes
Where TLS doesn't support finish messages (SChannel), don't try -PLUS
