Temporarily disable CertificateErrorTest
The tests are based on the http://www.tls-o-matic.com/
service, which is currently dysfunctional. Disabling the test
so running all system tests does not fail anymore.
Test-Information:
./scons test=all passes on OS X 10.11.5.
