Allow scons2ninja to work with check=1
Test-Information:
Ran ./BuildTools/scons2ninja.py check=1 build_examples=0, and it
generated a script that builds
and runs the checker, and that makes ninja -t compdb cxx spit out
things suitable for compile_commands.json
